Community Engagement
In collaboration with 42 York community partner agencies, Kinark has been working to identify additional supports and services, and pathways into, through and out of child and youth mental health services. Click here to see a map of York Region CYMH Community Partners.
Kinark staff, in partnership with Kinark’s Parent Advisory Committee, hosted two meetings for York Region families to introduce them to the Moving On Mental Health (MOMH) initiative. In partnership with the York Region District School Board, two meetings were held with students in grades 10-12. A third meeting was held with young people (ages 18-23) in collaboration with the group Youth Speak.

2015/16 Service Delivery Plans
In our role as Lead Agency in York, Kinark was responsible for leading the development of two plans and submitting them to MCYS for March 31, 2016.
The Core Service Delivery Plan (CSDP) required Kinark to engage specifically with York’s core service providers and provide a summary of current child and youth mental health (CYMH) services, an inventory of existing intake/access points and pathways, and identify three priorities to be carried out in 2016/2017.
The Community Mental Health Plan (CMHP) required descriptions of CYMH services currently being offered in York with a focus on targeted prevention, identifying pathways to, through and out of care and creating an inventory of existing community planning mechanisms.

Next Steps
As part of the Core Service Delivery Plan required by the Ministry of Children and Youth Services, in a Lead Agency role, Kinark was to identify three priorities to be carried out in 2016/2017. Below you will find an overview of each priority.
Working groups have been established for each priority and engagement will continue with all community partners, parents and youth in order to build a better understanding of what current service delivery looks like in York Region, and plan for what is needed in the future.
Priority #1: Integration of community based planning framework/process into York service area for children’s mental health
In 2015/16 fiscal year, Kinark in collaboration with the core service providers, completed an evaluation of the current planning bodies/tables within the York service area, established guiding principles for planning, and developed a proposed planning framework to advance children’s mental health services within York Region.
In 2016/2017 we will design, implement and evaluate a community planning framework that is inclusive of key stakeholders and will be used as the primary means to transform child and youth mental health services in York
Priority #2: Definition of Common assessment tool or common data framework for York service area Picture
In 2015/16 fiscal year, all York core service providers worked diligently to establish a common understanding of the profiles of children, youth and their families who are currently accessing funded services, the services they are accessing and the potentially unmet needs of children and families now and in the future.
In 2016/2017, we will determine next steps for utilizing a common data strategy amongst all core service providers which will decrease data integrity issues and further support community wide planning focused on the actual needs of the service area.
Priority #3: Application of defined core services and key processes in York service area Picture
Rationale:
Moving on Mental Health has at its core the requirement to establish clear service pathways so that children, youth and families can better access and understand the CYMH system. Implicit is the requirement for service providers (both core and non-core) to understand the respective roles they each play in effective service provision and the alignment of that service provision with defined core services and key processes.
In 2016/2017, in partnership with core service providers and community partners, we will clarify the current landscape of core services based on application of common core service and key processes definitions, begin to identify gaps/priorities for service planning and establish a 5 year strategic plan for children’s mental health services in York
Priority #4: Strengthening core service delivery
Embedded in the language of Moving on Mental Health is the support for and continued development of clinical practice that effectively addresses the mental health needs of clients seeking treatment and that maintains a level of competency that promotes best practice and improved clinical outcomes.
This priority will work to create a community of practice to support clinical practice and clinical supervision to build evidence based practice for effective programs and positive outcomes for children, youth and families.
